The Malta Permanent Residence Programme (MPRP) — informally referred to as the “Malta Investment Visa” — is a government-regulated residency-by-investment programme that grants permanent residency in Malta to eligible non-EU nationals.
It allows individuals and their families to live in Malta, enjoy visa-free travel across the Schengen Area (90/180 days), and benefit from long-term stability in a European Union country.
Permanent residency in Malta with no renewal required
Visa-free travel across the Schengen Area for up to 90 days in any 180-day period
Include family members in one application — spouse, children, parents, and grandparents
No physical stay requirement to maintain residency
Live in a stable, EU-member country with access to high-quality healthcare, education, and infrastructure
To qualify for the MPRP, applicants must complete a combination of contributions, property investment or lease, and due diligence requirements. As of 2025:
Administrative fee: €50,000 (non-refundable)
Government contribution:
– €60,000 if renting property
– €30,000 if purchasing property
Property requirement (held for 5 years):
– Rent: minimum €14,000/year
– Buy: minimum €375,000
Donation: €2,000 to a registered Maltese NGO
Per additional dependent: €10,000
Minimum capital assets: €500,000 (of which at least €150,000 must be financial assets)
Processing typically takes 4 to 6 months from the submission of a complete and correct application. However, due to high demand, timelines may vary. The Residency Malta Agency is actively working to improve processing times without compromising due diligence standards.

No. The MPRP grants permanent residency in Malta only. While it allows visa-free travel within the Schengen Zone for up to 90 days in any 180-day period, it does not confer EU residency or any right to live in other EU countries. The programme is regulated solely by the Government of Malta.
